Faced with the recurrence of epidemics and hemorrhagic fevers in Africa, the recent occurrence of the Covid-19 pandemic, and in anticipation of future epidemics and pandemics; all of which require specific sites to ensure adequate care and limit contamination; eager to help African governments in their management of crises and concerned about the well-being of African populations;

A multidisciplinary team composed of architects, designers, doctors, health promoters and energy designers from various backgrounds was formed under the leadership of the environmentalist architect Habib MEME to propose COM- fine centers which are actually modular care centers, in kit form and rapidly deployable to the populations.

These care centers will allow governments to be better prepared to face pandemics such as Covid-19, recurrent epidemics that already hit the continent such as tuberculosis, cholera, Lassa virus hemorrhagic fever, etc., and all future health crises. They will assist referral health centers in times of crisis by relieving congestion and making themselves more accessible to the population due to their modularity, thus contributing to effective and greater health coverage.

COM-finement centers are modular depending on the needs, connected through a telemedicine network, mobile (movable, dismountable), energy self-sufficient and rapidly deployable due to their light structure.

In addition to their vocation to treat infected people, COM-finement places special emphasis on prevention, awareness and information.

In the aftermath of health crises, COM-funding centers can be converted into other medical programs to sustain the investment. They can be dismantled; leased to a locality, an association, or an NGO; transformed into sedentary medical centers; or converted into accessible public spaces (market, exhibition space, community center, etc.).

This is the community and cultural space attached to the COM-finement center and installed outside of it, is where prevention, information and awareness activities will be held daily.

This space could also be dedicated to screening. It will include a minimum of equipment, sampling material, protective material, and investigation forms.

It will be run by two health workers or volunteers who will sort out the cases referred by the centers or people who have come voluntarily, identify the suspected cases for whom the appropriate actions will be initiated including isolation, collection of information for the sop rep, census of contacts, rapid diagnostic test, sample collection for the laboratory if necessary, initiation of treatment and disinfection of premises.

This is the space where the patients will be accommodated. The distances between the beds will be respected to avoid risks of contamination. Plastic curtains will be put up between the beds also for this purpose. The space will be ventilated to evacuate contaminated air and bring in clean air to minimize the risk of contamination. The maintenance of monitoring tools will be required during the care of the patient. These include the therapeutic card and the register, which must be regularly filled out with information on the use of products, as well as the symptoms presented by the patient. For pharmacovigilance, the technical form for reporting adverse effects due to a drug, vaccine or health product must be filled in for each case under treatment (chemotherapy or chemoprevention). This record will be kept by the control station.

In order to be able to establish the COM-finement center in several districts of Cotonou, or even localities of Benin, it is imperative that the center be as autonomous as possible in terms of energy and sanitary equipment.

The project proposes a mobile technical base connected to the city's network in order to see a hybrid system, coupled with solar panels. This will allow :

While AIDS, malaria and tuberculosis are still taking their toll, the African continent is facing the rise of diabetes and hypertension in addition to a pandemic such as Covid-19. It is therefore imperative that the COM-containment center be flexible and adaptable in its configuration, programming and use.
